Whose fault is it? these two boys or their environment? RIP little angel

These two young boys names not disclosed to us allegedly raped a 1 year old girl, forced her into a pit toilet then used a stick to hit her to death. They admitted to police officials that they were guilty of this crime. This incident happened in Kumbe Balindo a village in the South West region of Cameroon… How these kids could exhibit such level of cruelty is what am still to understand…
